Hurricane Matthew kills 3 in North Carolina, governor says

Overall, at least 16 people have died in the USA from the effects of Hurricane Matthew.

Hundreds of thousands of people were without power in North Carolina.

In Florida, the storm gouged out several large sections of the coastal A1A highway north of Daytona Beach. At least five people were still missing early Monday, all in North Carolina. Pat McCrory said Sunday. He said that eight people across the state had already died and that the death toll was expected to rise.

And though Matthew didn't deliver the catastrophic blow that many Sunshine State residents feared, other Southeastern states were in the storm's crosshairs
last night. On Friday, North Carolina Emergency Management Director Mike Sprayberry was already honing in on eastern North Carolina and the Sandhills, telling ABC11 swift water rescue teams and other resources are already in place to respond. A lot of them were in knee deep water, but there were people on rooftops waiting for boats or helicopters, McCrory said.

The National Weather Service said record-high tides were recorded along the Savannah River at the South Carolina-Georgia border, peaking at 12.6 feet, surpassing those from Hurricane David in 1979.

Many coastal and inland communities remained under water, either from coastal storm surge or overrun rivers and creeks.

The powerful hurricane, the fiercest Caribbean storm in almost a decade, slammed into Haiti on Tuesday (local time), bringing 233 kilometre-per-hour winds and torrential rains.

"Speaking to ABC News, FEMA Administrator Craig Fugate told residents in evacuation zones in Georgia and the Carolinas looking at initial reports and thinking, "'Maybe it'll turn and it won't be so bad' -- you need to go now".

Several dams have breached in the area around Cumberland County, south of Raleigh, Michael Martin, fire marshal for the city of Fayetteville, said by phone.

When Category 4 Hurricane Flora hit Haiti in 1963, it killed as many as 8,000 people.

In Florida, 775,000 were without power, according to state utilities, while in SC 433,000 had no electricity, Governor Nikki Haley said.

Florida football game postponed
With Hurricane Matthew closing in on the United States, several in-state college football games could be impacted by the storm. We've been tracking this storm since Tuesday, been in constant communication with the Southeastern Conference since Tuesday.

"Anything that wasn't concrete was flattened", said Garrison, whose organization, Mission of Hope Haiti, based in Austin, Texas, was bringing in a barge loaded with emergency supplies on Saturday. "It wasn't this bad at our house, but here there's a lot of damage", said Zowi Cuartas, 18, as he watched people pick up shattered signs near the beach. Most were swept away by flood waters.

Norfolk, which declared a state of emergency, said efforts were under way to clear streets of debris and abandoned vehicles with city offices, libraries and recreational centers set to re-open Monday.

At 5:00 a.m. EST (0900 GMT) on Sunday, the storm was about 50 miles (80 km) east of Cape Hatteras, North Carolina, the U.S. National Hurricane Center said in an advisory.

Matthew has sustained winds of 105 mph (165 kph), and is 45 miles (70 kilometers) south of Hilton Head, South Carolina.

President Barack Obama declared a state of emergency for Florida, Georgia and SC, freeing up federal money and personnel to protect lives and property.

AMERICA has started the colossal clean-up following Hurricane Matthew amid warnings that deadly flood waters could threaten more lives after at least 19 Americans were killed.

McCrory said 334 rescue workers carried out 877 rescues overnight.

When it does, Hurricane Matthew will hit North Carolina's coast again, hitting nearly every beach area in the state, McCrory said.

Flash flooding turned a creek into a "roaring, raging river" that swept the vehicle off the roadway on Saturday night, said Battalion Chief Joe Downey of the Fire Department of NY.

Well south of the storm, things began returning to normal Saturday, with all three of Orlando's main theme parks - Walt Disney World, Universal Studios and SeaWorld - reopening in the morning.

Anthony Writebol, left, and his cousin, Melissa Hill paddle past a stranded tractor trailer on Hwy 211 in Lumberton, N.C., on Sunday. "I've been working for the last three days straight", he said. Barricades block Highway 40 for downed street lights in the aftermath of Hurricane Matthew at Saint Marys, Ga., on Saturday, Oct. 8, 2016. The Category 2 hurricane will near North Carolina's southern coast by Saturday night, the center says. The storm is around 800 kilometres south of Bermuda and moving northward towards the island. "Just stay where you're at, hold on because it's just too risky to be outside".
