Notley says province won't support federal carbon levy without pipeline

Provinces and territories will have flexibility in deciding how they implement carbon pricing: they can put a direct price on carbon pollution or they can adopt a cap-and-trade system. Provinces and territories that choose cap-and-trade systems would be expected to decrease emissions in line with both Canada's federal target and the target for jurisdictions that choose a price-based system. Saskatchewan Environment Minister Scott Moe called the decision as a "betrayal" of the cooperation between federal government and provinces that Trudeau promised.

The prime minister announced the national floor price Monday in the Commons just as federal, provincial and territorial ministers were meeting in Montreal to negotiate a pan-Canadian carbon plan. On Tuesday he all but called Mr. Trudeau a hypocrite, demanding that the Liberal leader live up to an election debate statement that it would be "nonsensical" for Ottawa to impose a climate change plan on the provinces.

Ontario, Quebec, British Columbia and Alberta, Canada's four most populous provinces, either already have a price on carbon or are implementing one.

The federal Government will consult with the provinces, territories, and Aboriginal organizations over the next two months to finalize the policy.

The announcement came as a surprise for many and was criticised for not having been worked on in collaboration with the provinces.

In an early sign of trouble, Alberta Premier Rachel Notley-generally a political ally of Trudeau-said her province would "not be supporting this proposal absent serious concurrent progress on energy infrastructure".
