House conservatives offer resolution to impeach IRS chief

WASHINGTON (AP) - Two Republican congressmen formally offered a campaign-season resolution Tuesday to impeach IRS chief John Koskinen, setting the House on course for showdown votes over an effort that rouses conservatives but has no chance of ousting the commissioner from office. House leaders now have until Thursday to act.

But should it pass the House and clear other procedural votes, Senate GOP leaders could face their own decisions about handling a proposal that ultimately is going nowhere. The resolution was introduced under a privileged motion, meaning it bypasses committee and requires a floor vote. Either move would avoid a floor vote on the resolution itself. They say those actions hindered the House GOP's long-running investigation of how the Internal Revenue Service unfairly treated tea party groups that sought tax exemptions several years ago, before Koskinen was with the agency. "Commissioner John Koskinen not only did nothing about it, but continued the trend of deception by deliberately keeping Congress and the American people in the dark", Mr. Fleming said.

Some Republicans argue that an impeachment vote two months before elections risked irritating voters.

The effort, backed by the roughly 40-member-strong House Freedom Caucus, underscores that conservative group's willingness to make life hard for House Speaker Paul Ryan, R-Wis., who has taken a neutral stance.

However, Democrats in the Senate say they have enough votes to prevent Koskinen's removal, if the measure makes it out of the House.

Sens. Chuck Schumer, D-N.Y., and Dick Durbin, D-Ill., told reporters Tuesday that the House should be focusing on more important issues, such as passing funding to combat the Zika virus. "As one of the groups targeted by the IRS, Tea Party Patriots and our supporters and activists across the country have been deeply impacted by the misuse of government power."The House is expected to vote on the resolution this Thursday". "And that's what bugs the American people". The Department of Justice won't do its job so it's essential Congress step in. Koskinen has denied any wrongdoing and his boss, Treasury Secretary Jack Lew, has consistently defended him.

Many Republicans also feel that impeachment is unjustified, he said.

Many don't expect Koskinen's case to get that far.

However, the Republicans pressing forth with impeachment believe the emails were destroyed. "I don't see the point in that", he said.
